Should Indian FM be giving waivers to the loan taken by farmers?

Description

In his budget speech FM P. Chidambaram announced 60000 Crore Rs. fund which will help waiving off the loans taken by small farmers. Now people are wondering from where this money will come. Should us be paying taxes to the government so that they can spend our money like this??
